Summary of New or Amended Reliability Standards and Criteria for which OEB Review Period is Closed 

The IESO is responsible for communicating to market participants new or amended reliability standards and criteria which may be subject to the Ontario Energy Board's (OEB) review. The OEB or any person may make an application for review of a reliability standard as long as actions are initiated within the time prescribed in sections 36.1 and 36.2 of the Electricity Act, 1998:

  • IESO posts a new or amended reliability standard on its website within seven days of it being notified by the standards authority.

  • There is a 21-day window for any market participant, including the IESO, to apply to the OEB for review of the reliability standard. The OEB is also able to initiate its own review within 120 days.

  • If there is no review, the standard would go into effect under the Market Rules upon the enforcement date of the reliability standard.

  • If reviewed, the OEB has the authority to stop the standard from applying in Ontario and to refer it back to the standards authority.

The table below provides a summary of  new or amended reliability standards and criteria for which the OEB review process was closed in 2011.

Approval of Interpretations4 to the following standards requirements:

The interpretations provide clarifications with respect to: (1) certain language used in R1 (2) whether a Balancing Authority that participates in a Reserve Sharing Group Agreement, which meets the requirements of BAL-002-0, R2, would be required to establish additional operating agreements to achieve compliance with EOP-001-0, R1 (3) whether the Balancing Authority needs to develop a plan to maintain a load-interchange-generation balance during operating emergencies and follow the directives of the Transmission Operator

Approval of the following revised Facilities Design, Connection and Maintenance standard:

FAC-008-3 - Facility Ratings

This standard was revised to addresses the following objectives: (1) document underlying assumptions and methods used to determine normal and emergency facility ratings; (2) develop facility ratings consistent with industry standards developed through an open process; and (3) identify the limiting component(s) and define the increase in rating based on the next limiting component(s) for all critical facilities.

Revised standard CIP-002-4 establishes "bright-line" criteria for identification of Critical Assets, which replaces the risk-based assessment methodology required in the previously approved version of the standard, CIP-002-3. The new criteria are contained in CIP 002 4 Attachment 1 - Critical Asset Criteria.

Conforming changes are reflected in CIP 003 4 through CIP-009-4.

The Implementation Plan for these standards also calls for the retirement of CIP 002 3 through CIP-009-3.

PRC-004-1 - Analysis and Mitigation of Transmission and Generation Protection System Misoperations, Requirements R1 and R3;

PRC-005-1 - Transmission and Generation Protection System Maintenance and Testing, Requirements R1 and R2

The interpretation provides clarity with respect to the meaning of "transmission Protection System" regarding whether protection for a radially-connected transformer Protection System energized from the Bulk Electric System is considered a transmission Protection System and, therefore, is subject to these standards.

Approval of Northeast Power Coordinating Council (NPCC) regional standard PRC-002-NPCC-01 - Disturbance Monitoring

PRC-002-NPCC-01 establishes requirements for Disturbance Monitoring Equipment ("DME") which must be available to monitor BPS system response to disturbances.

The filing also proposes two new definitions be added to the NERC Glossary of Terms applicable only to entities in the NPCC footprint.

Approval of a revised definition of Protection System in the NERC Glossary of Terms

Each applicable entity shall modify its protection system maintenance and testing program description and basis document(s) (required in Requirement R1 of PRC-005-1 - Transmission and Generation Protection System Maintenance and Testing) as necessary to reflect the modified definition of "Protection System" by the effective date.

Each applicable entity shall implement any additional maintenance and testing (required in Requirement R2 of PRC-005-1 - Transmission and Generation Protection System Maintenance and Testing) by the end of the first complete maintenance and testing cycle described in the entity's program description and basis document(s) following establishment of any program changes resulting from the revised definition.

This filing also seeks approval to retire the existing definition of Protection System at the same time the proposed definition becomes effective.

PRC-023-2 - Transmission Relay Loadability

The new standard PRC-006-1 establishes continent-wide automatic underfrequency load shedding program requirements, while the revisions included in EOP-003-2 eliminate duplicative requirements pertaining to automatic UFLS that are addressed in PRC-006-1.

PRC-007-0 - Assuring Consistency of Entity Underfrequency Load Shedding Programs

EOP-003-1 - Load Shedding Plans

PRC-023-2 establishes requirements for each applicable entity to prevent its phase protective relay settings from limiting transmission system loadability, while reliably detecting all fault conditions and protecting the electrical network from these faults. It also establishes criteria that will be applied by each Planning Coordinator to determine the circuits in its Planning Coordinator area which must comply with the standard.

TPL-001-1 - System Performance Under Normal (No Contingency) Conditions (Category A)

TPL-002-1b - System Performance Following Loss of a Single Bulk Electric System Element (Category B)

TPL-003-1a -System Performance Following Loss of Two or More Bulk Electric System Elements (Category C), and

TPL-004-1 - System Performance Following Extreme Events Resulting in the Loss of Two or More Bulk Electric System Elements (Category D).

The purpose of these changes is to clarify TPL Table 1, footnote 'b', as directed in Federal Energy Regulatory Commission (FERC) Order No. 693.

Note:
  1. Last Date to Request an OEB Review is 21 days after the IESO posts the approved standards or criteria from NERC or NPCC to this website. Please note that the OEB has 120 days for its review period from the posted date.
  2. The mandatory enforcement dates of NERC reliability standards and NPCC criteria are governed by Chapter 5, sections 1.2.6 and 1.2.7 of the Market Rules.
  3. Applicability includes the IESO and Ontario Entities including T - Transmitters, G - Generators, W - Connected Wholesale Customers, PSE - Purchasing - Selling Entities, D - Distributors, and the OPA (Ontario Power Authority).
  4. An interpretation is offered by a designated Standard Drafting Team (SDT) in response to an industry request. It provides clarification of the intent of a requirement but may not expand or redefine it. If approved by the industry ballot pool and the NERC Board of Trustees (BOT), these interpretations are appended to the standard and filed with the OEB. When the affected Reliability Standard is next revised using the Reliability Standards Development Process, the interpretation will then be incorporated into the Reliability Standard.
