Reliability Standards Compliance

Ontario Reliability Compliance Program

The Ontario Reliability Compliance Program (ORCP) is used by the IESO to monitor, assess and enforce compliance with reliability standards and criteria in Ontario. Under this program, market participants that are subject to compliance with NERC standards and NPCC criteria are required to:

  • Self-certify their compliance status with the reliability standards actively monitored by the ORCP
  • Self-report potential breaches of reliability standards, indicating actions taken or that will be taken to resolve the breach
  • Respond to any other reliability data submittal requests by the IESO under the ORCP

Reliability Compliance Reporting Tool​

Market participants must use the Reliability Compliance Tool to manage their compliance reporting requirements specified by the ORCP.

To access this tool, you must be designated as a Market Participant Compliance Contact or Market Participation Escalation Contact using the    Registration System.* Instructions on using the tool can be found in the Reliability Compliance Tool step-by-step guide.

*Specific user access role is required to complete this task in the Registration System.


Reliability Compliance Tool Replacement Project               

The IESO has initiated a project to upgrade the Reliability Compliance Tool (RCT). The RCT, also known as MetricStream, provides a secure platform for registered reliability compliance contacts to fulfil the requirements of the ORCP.

The current RCT allows participants to self-certify their compliance status with the reliability standards actively monitored by the ORCP, and self-report potential violations of reliability standards, indicating actions taken or that will be taken to resolve the violation. In addition, the RCT allows market participants to track their submissions and view relevant reports.

The project goal is to provide users with the same functionality as today using the Online IESO environment. Online IESO was established in 2013 and since that time has allowed market participants to complete a variety of interactive business tasks. Many users may be familiar with this platform as Notice of Disagreement submissions and meter registration were recently added to Online IESO.

The IESO will engage market participants as the project progresses and will seek participation to test the new RCT functionality prior to the target in-service date of September 2016.

A proposed project timeline is presented below. More information on this project will be provided as it becomes available.

Ontario Enforcement Dates for NERC Reliability Standards and NPCC Criteria

The mandatory enforcement dates of NERC reliability standards and NPCC criteria are governed by Chapter 5, Sections 1.2.6 and 1.2.7 of the Market Rules. The following milestones are used to determine the enforcement dates for NERC standards in Ontario:

OEB Review of a New or Amended Reliability Standard

The IESO is responsible for communicating to market participants about new or amended reliability standards and criteria, which may be subject to the Ontario Energy Board's (OEB) review. The OEB or any person may make an application for review of a reliability standard as long as actions are initiated within the time prescribed in the Sections 36.1 and 36.2 of the Electricity Act, 1998:

  • IESO posts a new or amended reliability standard on its website within seven days of it being notified by the standards authority.

  • There is a 21-day window for any market participant, including the IESO, to apply to the OEB for review of the reliability standard. The OEB would also be able to initiate its own review within 120 days. 

  • If there is no review, the standard would go into effect under the Market Rules upon the enforcement date of the reliability standard.

  • If reviewed, the OEB has the authority to stop the standard from applying in Ontario and to refer it back to the standards authority.

Applicability Criteria for NERC Standards and NPCC Criteria and Mapping Tools

All market participants who own or operate elements and facilities that form part of the IESO-controlled grid are subject to compliance with the IESO Market Rules. Compliance with NERC Reliability Standards and NPCC criteria, however, is mandatory only for those market participants that meet the criteria set out in the "Applicability Criteria" document.

To assist market participants better understand how NERC Reliability Standards and NPCC Criteria apply to their organizations, the IESO, has developed the "Applicability Criteria for Compliance with NERC Reliability Standards and NPCC Criteria" document which outlines the criteria the IESO uses to determine applicability for compliance with NERC Reliability Standards and NPCC Criteria.

The IESO has also mapped Ontario market class definitions to the NERC Functional Model Entity and by extension, has mapped the NERC Reliability Standard and NPCC Criteria requirements to each market participant class. A spreadsheet with a list of the standard requirements that apply to them can be accessed in the table below:

NPCC and NERC Reliability Assessment Submissions

The IESO regularly submits information to both the Northeast Power Coordinating Council (NPCC) and the North American Electric Reliability Council (NERC) that assists them with their assessment of the reliability of the North American bulk electric system. See NPCC Seasonal Assessment Reports.
