IESO Response to Federal Government’s Clean Electricity Regulations (CER) Update

The IESO is encouraged by the changes to the provisions of the draft CER currently being considered by Environment and Climate Change Canada. While these changes have the potential to address the IESO’s concerns on the draft CER as raised in its submission from Nov. 2, 2023, they remain conceptual and lack the specific detail necessary for the IESO to assess their effectiveness in meeting Ontario’s needs.
The IESO’s submission provides its perspective on the merits of the proposed changes to the provisions of the draft CER, and guidance on the undefined elements of each provision to allow Ontario to comply with the final CER in a manner that does not introduce significant reliability and economic risks.
