Terry Young, IESO Vice-President of Policy, Engagement and Innovation, called it a “perfect storm… in a positive way.” The IESO’s regional planners knew it was time for exceptional measures in southwestern Ontario’s Leamington-Kingsville area when projected greenhouse sector growth caused the pent-up anticipated demand to hit roughly 1,300 megawatts.
