Regional Electricity Planning - Windsor-Essex

Forecasting and Planning

Following the conclusion of the second cycle of regional electricity planning for Windsor-Essex in September 2019, further work was undertaken to address remaining needs in the Kingsville-Leamington area as an addendum to the IRRP. The final report and Appendices were posted in February 2022 that includes additional recommendations to support the strong economic growth in the region being driven by the rapidly expanding local indoor agriculture sector. Engagement on this addendum was undertaken in conjunction with the West of London Bulk Plan given the interdependencies and opportunities for alignment. The next planning cycle is expected to commence in Q3 2022. The first cycle of regional planning for the region began in 2010 and was completed in April 2015 with the release of an Integrated Regional Resource Plan (IRRP).

This engagement initiative will provide interested parties with an opportunity to offer input for consideration into the development of the IRRP. Interested parties include but are not limited to:

  • Municipalities including the City of Windsor, Town of Amherstberg, Town of Essex, Town of Kingsville, Town of Lakeshore, Town of LaSalle, Municipality of Leamington, Town of Tecumseh, and the western portion of the Municipality of Chatham-Kent and the Township of Pelee Island
  • Indigenous Communities including the Caldwell First Nation
  • Local distribution companies who serve the community including EnWin Utilities, Essex Powerlines, E.L.K. Energy, Entegrus and Hydro One
  • Transmitters
  • Consumers and service providers for the area

All interested parties are invited to participate in this engagement initiative.

Windsor-Essex Working Group - A Technical Working Group consisting of the local distribution companies in the region, the local transmitter and the IESO will use this regional planning engagement initiative to consider input that will identify and meet local electricity needs. The Working Group consists of representatives from the five LDCs in the area - EnWin Utilities, Essex Powerlines Corporation, E.L.K. Energy Inc., Entegrus Powerlines Inc., the transmitter Hydro One Networks Inc., and the IESO.
