Consultation on CMSC: Constrained-off Payments to Generators and Imports

The Market Surveillance Panel (MSP) has initiated a review of Congestion Management Settlement Credits (CMSC) in the IMO-Administered Electricity Market, particularly constrained off payments to generators and imports. The MSP encourages interested parties to consider the issues as outlined in their discussion paper and invites their comments by March 31, 2003.
