Comments Welcome on Preliminary Release Plan 27.1 for Changes to IESO Systems

Feedback is due by March 7, 2012 on the Preliminary Release Plan for changes to IESO Systems, Release 27.1 (June 2012).
 
Four changes are introduced in this release (http://ieso.ca/imoweb/pubs/it/it_PreliminaryReleasePlan271.pdf):
 
1.      Modifications to GWC Calculations - Additional Reason Code for Offer Cancellations (A899)
2.      Introduction of a Customer Energy Summary (CES) Report (A903)
3.      Change the Day Ahead Adequacy (DAAdequacy) Report to Expand the Internal Resources to Explicitly List Hydro, Coal, Gas, Nuclear, Wind and Other (A904)
4.      Online Settlements Form 1564: Transmission Service Charges for Embedded Generation - Allow $0 Entry for Submissions (A905)
 
The Customer Energy Summary report was designed in response to requests from wholesale electricity consumers for information related to their total and peak electricity use each month. It will be provided to these customers as a confidential market participant report at the same time that the monthly IESO invoice is issued.
 
For market participants involved in the day-ahead market, there are two planned changes. First, the settlements calculation of the Generator Withdrawal Charge (GWC) will be modified so that a charge will not be automatically triggered when the 'OTHER' reason code is used by a cancelled day-ahead offer. Any inappropriate GWC charges are currently reversed manually after the preliminary settlement statement is issued. Second, the Day-Ahead Adequacy (DAAdequacy) report is being revised so that the fuel types included for internal resources align with the fuel types currently used in the Generator Output and Capability (GenOutputCapability) report. This is expected to make it easier for users to correlate day-ahead generator offers and schedules with real-time output.
 
Finally, the annual settlements submission form for Transmission Service Charges for Embedded Generation is being modified to allow local distribution companies to submit a value of $0.
