Hydroelectric Contract Initiative

The IESO is not accepting new applications to the HCI program. The IESO is undertaking a number of initiatives to assess Ontario’s future supply and demand outlook in the context of the evolving electricity sector, and developing new market-based mechanisms, including capacity auctions and the Market Renewal Program, to meet Ontario’s electricity needs reliably, competitively, transparently, efficiently and at lowest cost.

As part of the province's commitment to increase Ontario's supply of clean, renewable generation, the Independent Electricity System Operator (IESO) developed a program to negotiate new contracts for qualified existing hydroelectric generation facilities in Ontario.

The Hydroelectric Contract Initiative (HCI) was developed and implemented pursuant to the May 7, 2009 ministerial direction to allow existing hydroelectric facilities without electricity contracts to obtain 20-year contracts, as well as those facilities which may have already operated for a number of years and wanting to continue their operations.

The direction was amended on January 21, 2013 to cease acceptance of applications for refurbishment, upgrades or expansions of existing facilities currently holding HCI contracts.
