Non-Emitting Resource Request for Information

This Request for Information (RFI) is being issued by the IESO to assist in the gathering of information required to better understand how non-emitting resources can participate in current and future IESO markets in order to contribute to a reliable electricity system in Ontario, today and tomorrow.

The RFI will gather information on the technical characteristics of existing resources and potential projects, as well as aim to gain a better understanding of the barriers facing different resource types from participating in the IESO’s administered markets. Information from the technical component and barriers to participation will better inform the work of the IESO’s Market Renewal Program (MRP) and Non-Emitting Resource Subcommittee (NER-SC).

In order to support the timelines for MRP and NER-SC, this RFI is being issued in two phases:

  • Phase 1 (Q1-Q2 2018) is seeking information related to how non-emitting resources can participate in today’s and tomorrow’s electricity markets;
  • Phase 2 (proposed for Q3 2018) will focus on how non-emitting resources are developed, project economics and additional considerations.

Non-Emitting Resource RFI - Phase 1

Phase one of this RFI is focused on supporting Market Renewal by gathering information on non-emitting resource technologies, projects and facilities at various stages of development and operation to understand both the products and services that can or are being provided and any potential barriers to participation in the current or future electricity market.

Questions and Comments Posted - May 1, 2018

Responses to Questions and Comments received regarding the Non-Emitting Resources RFI have been posted.

Final Phase 1 RFI Posted - March 21, 2018

Final versions of documents relating to the Non-Emitting Resource RFI are now available. The documents include: the final RFI document, fillable versions of Appendix A and B of the RFI and a document summarizing the feedback provided by stakeholders in response to the draft RFI. The final RFI has been revised based on the feedback received during the draft period and the feedback document includes IESO responses to stakeholder questions and comments.

The RFI submission deadline is May 4, 2018 at 11:59 pm. The IESO invites questions and comments related to the final RFI to be sent to The IESO will endeavour to respond to questions and comments as they are received, depending on quantity.

Draft RFI Posted - February 15, 2018

The IESO has posted the draft Non-Emitting Resources RFI for review and comment. Stakeholders are encouraged to review the document and provide comments and feedback to the IESO through by March 2, 2018.

The draft RFI was developed by taking into account the feedback received from stakeholders after the December 21, 2017 webinar, which has been posted in its totality below. In addition to posting the feedback submitted by individual stakeholders, the IESO has also summarized the feedback received in a document that includes IESO responses. The summary of feedback document can be found below.
