The Smart Metering Entity (SME) is required by the OEB to undertake an assessment to expand third-party access to smart meter data following a Decision by the Ontario Energy Board (OEB) in 2022. The assessment needs to evaluate the opportunity to include more organizations beyond the initially approved ones (Canadian Government Entities) and may address other opportunities for data access expansion (processes undertaken, eligible data sets, costing models, etc). To achieve this, the SME is embarking on an inclusive and transparent consultation and engagement plan that will be taking place over the next months, starting in October 2023. Key parties, such as existing and potential new third party access organizations, as well as key stakeholders such as past intervenors in SME applications, the Electricity Distributors Association, the Information and Privacy Commissioner, and many others will be engaged in this process. Besides engaging the local interest, the SME will also be learning from other jurisdictions to maximize our understanding of data access programs and reflect meaningfully for the Ontario’s context. The engagement and consultation process will commence with targeted outreach in October 2023, all the way to Q1 2024. Our engagement will encompass a diverse group of stakeholders, including LDCs, developers/generators, transmitters, industry electricity consumers, municipalities, and Indigenous communities.
